3. The Inspector recommended that all three appeals are dismissed, that planning permission for Appeals A and B is refused and that a lawful development certificate is not issued for Appeal C. For the reasons set out below, the Secretary of State agrees with the Inspectors conclusions, except where stated, and agrees with his recommendations. A copy of the Inspectors report (IR) is enclosed. All references to paragraph numbers, unless otherwise stated, are to that report. Matters arising after the close of the Inquiry
